It's considered haram to make a promise without the intention of keeping it. Yet, if unforeseen circumstances arise preventing us from fulfilling our commitment, we aren't held accountable. For a Muslim to be late without a valid reason would be considered inappropriate (makruh), though not necessarily haram. As stated in the verse, a believer's expected behavior involves honoring their commitments, including punctuality. We Muslims need to strive to do better in this aspect. It's important for us to regain a reputation of being trustworthy and dependable.
