The strongest opinion in the Shafi'i school is that the socks are sturdy enough to prevent the penetration of water. We actually don’t require that they be leather. They can be any material. However, we do have a weaker, but valid, opinion that coincides with the Hanbali opinion that socks don’t have to be sturdy enough to prevent penetration of water, rather they just need to be strong enough to walk around outdoors.
