Some scholars said that if the commentary is more than the Quran, then it's not a mushaf but a tafseer book. Others said that as long as the Quran is separate from the commentary, like when the Quran is on its own in the middle of the page and commentary is on the margins, then it's still a mushaf even if the commentary is more.
